There are several types of assistance from the State, the city and different bodies to support students with the costs connected to their accommodation.

1. Assistance to pay your rent

  L’Aide personnalisée au logement (APL) (Personalised Accommodation Assistance)  

  • The aim: to help you pay your rent if you have a small income.  -
  • The conditions:  

✓ being French or proving you have a valid residence permit  
✓ being a tenant in accommodation eligible for APL, in other words, complying with health and safety standards (empty accommodation, a household, a hotel, furnished accommodation, student residence)
✓ your property owner is not one of your parents, grandparents, or your spouse  
✓ you have income below a certain ceiling level  

  • The process: On the CAF’s website -
  • The amounts: You can carry out a test run here. They depend on  

✓ the place of residence  
✓ the rent amount  
✓ your income  

L’Allocation de logement familiale (ALF) (Family Accommodation Allowance)

  • The aim: to help you if you do not fall under APL criteria 
  • The conditions:  

✓ being French or proving you have a valid residence permit  
✓ being a tenant in accommodation eligible for ALF, in other words, complying with health and safety standards (empty accommodation, a household, a hotel, furnished accommodation, student residence)  
✓ you do not fulfil the conditions to receive APL  
✓ having children or dependants OR having been married for less than 5 years  
✓ you have income below a certain ceiling level   

  • The process: On the CAF’s website.
  • The amounts: They vary. You can carry out a test run here. 

 L’Allocation de logement social (ALS) (Social Accommodation Allowance)

  • The aim: to help you if you do not fall under APL and ALF criteria  
  • The conditions

✓ being French or proving you have a valid residence permit
✓ being a tenant in accommodation eligible for ALS, in other words, complying with health and safety standards (empty accommodation, a household, a hotel, furnished accommodation, student residence)
✓ you do not fulfil the conditions to receive APL or ALF
✓ you have income below a certain ceiling level

  • The amounts: They vary. You can carry out a test run here.

Le Dispositif Paris Logement (Paris Accommodation Measures) 

  • The aim: to help you pay your rent if you have a small income  
  • The conditions

✓ being French, a European national, or have a foreign nationality with a regular status
✓ being an adult  
✓ having lived in Paris for at least 3 years (continuously or non-continuously over the last 5 years)
✓ being French, a European national, or have a foreign nationality with a regular status
✓ to not have any unpaid accommodation costs  
✓ can be accumulated with APL  -

  • The process: Go to http://www.paris.fr/aidesaulogement. 
  • The amounts: €84 maximum per month for one single person, €95 for a couple without any children, €116 with a child. You can carry out a test run here.

2. Assistance when you have no guarantor   

Le Dispositif CLÉ (Student Rental Security Measures)  

  • The aim: to give you easier access to accommodation if you have no guarantor  
  • The conditions

✓ having an income  
✓ not having a guarantor
✓ being a student  
✓ being less than 28 years old (no age limit for doctorate students and post-doctorate students of a foreign nationality)
✓ having rent of less than €500 in the provinces / less than €600 in the Paris metropolitan area / less than €700 if you are a single person  
✓ OR having rent of less than €800 in the provinces / less than €960 in the Paris metropolitan area / less than €1,120 if you are a couple   

  • The process: Create an account at MesServices.etudiant.gouv, then create an account on Lokaviz and fill in the form  
  • The amounts: You contribute to La CLÉ the equivalent of 1.5% of my rent, costs included, in return for pledging a joint surety. This contribution is paid directly to the fund manager, either in full as soon as you are signed up, or by automatic monthly Direct Debit out of your bank account. In the event of a payment incident, La CLÉ will pay your rent to your property owner, expecting that you can pay it back.

3. Assistance for paying your security deposit  

Loca-Pass

  • The aim: These measures enable you to obtain a 0% loan, without any application fees, to be able to pay your security deposit at the time of signing the lease agreement, in full or in part. You will have to pay it back upon leaving the accommodation.  
  • The conditions

✓ being an employee of a private, non-agricultural company  
✓ OR a student in an apprenticeship or professional development contract  
✓ OR, looking for employment
✓ OR a salaried student in temporary employment  
✓ OR a student on a work placement  
✓ OR a scholarship student  

  • The process: Make a request to the body Action Logement near your home, at latest 2 months after you enter the accommodation.  
  • The amounts: €500, as a maximum

Le Fonds de Solidarité pour le Logement (FSL) (Accommodation Solidarity Fund) 

  • The aim: to help you cope with expenses connected to your accommodation (bills, rent, security deposit, accommodation insurance, moving costs, etc.) if you are in financial difficulty.  -
  •  The conditions: 

✓ being a tenant or subtenant OR a person accommodated ex gratia OR a resident of a household  
✓ dependent on each fund   

  • The process: depending on the case, the process must be carried out with the CAF or your department’s services  
  • The amounts: They vary depending on the funds, your income, and the rent amount

4. Assistance to pay for your accommodation when undergoing professional training

 Mobili-Jeune  

  • The aim: to help you financially for expenses connected to your accommodation. 
  • The conditions

✓ being less than 30 years old  
✓ splitting studying and working in a company (apprenticeship or professional development contract)  
✓ making a request between 3 months before you start training and 6 months after you start training  

  • The process: Go to Mobili-Jeune.  
  • The amounts: from €10 to €100 over a period of 3 years

5. Assistance for you to settle in

   L’Aide à l’Installation dans un Logement pour les Etudiants (A.I.L.E) (Assistance with Settling Into Accommodation for Students)  

  • The aim: to help you cope with the expenses connected to settling in (buying household appliances, furniture, etc.) 
  • The conditions

✓ not succeeding in accessing social student residence and having to find an apartment in private accommodation  
✓ being a tenant or subtenant of private accommodation for the first time  
✓ living in Paris  
✓ being a scholarship student  
✓ being a student enrolled in the academies of Paris, Créteil, or Versailles  

  • The process: Go to the City of Paris (Ville de Paris) website.  
  •  The amounts: €900, paid once per student for the whole of their education
